Kelley Parker is a partner and co-owner of Liberty Solutions Group, a consulting firm specializing in strategic engagement, communications, and advocacy.
Previously, Kelley has held leadership roles in multiple organizations driving high-impact legislative and public relations initiatives as Director of Government Affairs and Strategic Initiatives and Interim Vice President of Marketing and Communications. She has led successful advocacy campaigns boosting organizational visibility and legislative support statewide. She has a history of elevating organizations through enhanced media partnerships and launched integrated data-driven marketing strategies, including volunteer recruitment campaigns and robust digital performance tracking.
Kelley served in communications and project management positions at the Florida Department of Agriculture & Consumer Services and the Florida Department of Children and Families. She also served as Executive Assistant to Louisiana Governor Bobby Jindal and provided logistics and scheduling support services to political campaigns and non-profit organizations in Louisiana, Florida and Tennessee. Kelley is known for fostering strategic and collaborative partnerships and building informed, high-performing teams to advance mission-driven goals that make a tangible impact in communities across the state.
She holds a bachelor’s degree from Louisiana State University and lives in Tallahassee with her husband and five children. She serves as an advisor to the FSU Chapter of Chi Omega. She and her family are active in their local church and her children’s school.
Jess Tharpe

As partner and co-owner of Liberty Solutions Group, Jess Tharpe brings over two decades of leadership experience, and another decade of navigating state government. She served as the Assistant Secretary for Community Services, Assistant Secretary for Child and Family Well-Being, Deputy Assistant Secretary for Child Welfare, and Director of Innovation and Project Management at the Florida Department of Children and Families.
In these roles, she led several strategic initiatives to enhance the customer experience including the launch of Family Navigation, Florida’s Foster Information Center, Father First, and the Office of Continuing Care. Additionally, she successfully oversaw 3,000+ team members and a $1.3 billion dollar budget, negotiated multi-million dollar contracts, secured additional funding from the legislature for multiple projects, managed IT modernization initiatives, coordinated hurricane responses, reduced vacancies, and helped lower foster care entry by 24.4%.
Prior to working in state government, she served in various leadership roles within the nonprofit industry, higher education, and the private sector, where she led program development, contract and grant management, business development, operations, administration, and continuous quality improvement.
Jess is a former Junior League of Tallahassee President. She lives in Tallahassee with her husband and two children and is active in her church.
